To be covered by the EU regulations, your flight must be either departing from an EU airport (or an airport in Iceland, Liechtenstein, Norway or Switzerland) and operated by any airline or flights arriving at an EU airport and operated by an EU airline. However, the airline is only required to provide compensation if you booked a "through ticket"; a single ticket for your entire journey. The cause of your missed connection must also be within the airline's control. Airlines, however, often claim "circumstances outwith their control", but they have recently failed in a major Supreme Court case, attempting to claim that technical problems with the aircraft was not their fault. So, it's likely that you'll be entitled to compensation if your flight has landed over three hours late.
